a) Action taken in accordance with Article 18 of the Convention, which provides that a Regional Economic Integration Organisation may sign, ratify, accept, approve or accede to the Convention and, when doing so, shall make a declaration specifying the matters governed by the Convention in respect of which competence has been transferred to that organisation by its member States.
